Update libvips install command in README #32

This PR updates the installation command from libvips to libvips-dev in README.md. While the libvips package itself is not required, libvips-dev is necessary for building the server because it's includes essential C headers.

I could be wrong, but I think this is only necessary on Linux build (not sure why you would really wanna use anything else though haha)

I'm not running Ubuntu or a Debian based distro, and I didn't even test those instructions in Ubuntu to see nothing's out of order.
