[Feature] Implement Scroll-to-Top Button for Enhanced User Navigation #81 #88

I'm not sure how I feel about a scroll to top feature like this. On the desktop layout, it's not necessary as there is the home button on most keyboards; on mobile, it's super intrusive.

I don't have a home button on my Mac, and I'm willing to bet a lot of people use their phones to browse Discuit. Having a back to top button is definitely helpful, though maybe it can have a different design to the one implement here.

Actually, the last time I checked the server log file, well over 80% of the people who come to Discuit use a mobile device, so it's the PC users who are in the minority.

Regarding the feature: how often would someone really need it, though? For the cost of the button always occupying screen real estate, especially on mobile, to be worth it.
