Jester Broken? #164

I have tried multiple times with friends to see if someone can get the jester role (it was on 100%) and to no avail. Maybe I have a setting on that prevents jester... I'm not too sure, any help would be appreciated!

Did you make sure to set the min and max of non-Killing-Neutrals to at least one?
