API Documentation Update:

Updated swagger to openapi 3.0.0 to take advantage of oneOf definitions.
Updated swagger with new vaccine timeline data types (simpleVaccineTimeline and fullVaccineTimeline)

Follow up PR to #993 Planning to rebase on master once #993 is merged.
