Short circuit #2

H8 and J8 are soldered together.
J8 & J10 are connected by a wire.
J10 and K10 are soldered together.
But K10 is connected to GND through K9 whereas H8 is at 5volt.
Isn't it a short connection?
And also can you Please explain how the circuit works?
