Bug: variants not in ClinVar database have clinvar_stars == 0 #133

Provide the command used or report the bug here

Variants that are not in ClinVar database are currently be assigned clinvar_star values of zero, but these should be set to NA.

What version are you using?

Add error message here (if applicable)

Add Session info

Run sessionInfo() and post the output below
