Bug: select-clinvar-submissions script commenting out rows containing "#" character #216

Provide the command used or report the bug here

The select-clinvar-submission.R script is currently loaded with the argument comment = "#"; but in rare cases (0.02% of submissions), rows contain a # character in the Description column, which is causing everything after the character to be ignored. This is removing important submission info including ReportedPhenotypeInfo
