adding ipcalc as a requirement for future feature.

@1Ludwig was this intended to have anything more than just the requirements update? I wouldn't want to merge just to require a library we don't yet use.

We can close this request. I am going to use this library but haven't completed all the features and how they can be integrated and used by the bot. i will make another pull request when this have been done.
