Description

Automatic Comment Importing: Fixed the type check in the function that checks for valid comments that can be imported/exported into Disqus. Also improved the naming of the function to reduce confusion.
Welcome Panel Styling: Improved the spacing, form, and look of the welcome panel for an improved UI/UX.

Motivation and Context

These changes are meant to fix and improve the functionality of the core Disqus WordPress product. They solve the problems of:

The broken automatic comment importing function
The sloppy Welcome Panel UI

How Has This Been Tested?

Tested these changes in 2 different WP setups:

A VM spun up on Amazon Lightsail
Using make dist locally to bundle the package locally and then upload to a new site hosted externally (https://quotes-and-stuff.000webhostapp.com/)
