Is there an reason why the constraint on Retour v4 is on php: >=8.0.0 <8.3.0? Is it possible to make PHP8.3 compatible with v4 of Retour?

KirbyCMS 3.10 is released since this week and would be great if we can also use PHP8.3 with Retour v4
