use txtpbfmt for canonical text protobuf formatting #36

https://github.com/protocolbuffers/txtpbfmt is now available.

Our tools should emit canonically formatted files whenever they modify them.

We should also have a presubmit check (on travis, I suppose) which ensures changes are formatted canonically.
