pkg-config: fix default PKG_CONFIG_PATH #64

Currently, when doing interactive builds (not distri build, but compiling third-party software on a distri system), one needs to specify PKG_CONFIG_PATH=/ro/lib/pkgconfig:/ro/share/pkgconfig for configure to find dependencies such as libstartup-notification.

Can’t reproduce this anymore. This was supposed to be fixed with commit 37ada4498c392f6f66f0000fb589abfe3d4ab6e0, not sure why I filed this issue well after. Perhaps I forgot to rebuild a package.
