Increase the TM SIGNAL_RESPONSE_TIMEOUT #3619

the 100s timeout is too short for some systems (reported on slightly outdated aarch64).

Note I tested it with 200s which was still failing. With 300s it succeeded 5/5.

Certainly seems reasonable and safe. The frightening part about this is that nobody's attempted to produce a new Agent release since Nick left. 😁

Hmm, I didn't know he left. Where will the new coprs live?

Nick retired, last August. He handed the keys to his COPR over to @webbnh, and left detailed instructions on his release process ... it's just that nobody's tried it without him. 🤹🏻
