the far left and far right are both anti-government.

Essentially, this would be an unordered TCR (at least in the beginning), eventually, this could grow to a nested TCR for more functions.
Tokens
DNT (District Network Token) is used to govern the infrastructure/protocol of the TCR.
A token specific to this district is used to vote. (A security token?)

Maybe there could be an API built so that other services can query source data for display on their own site. This could cost a very small amount of token or ETH and it would give additional benefit to tokenholders.
