qa plugin failing on dita-ot-2.4.6 #15

I get the following error when trying to run the demo build on a fresh dita-ot-2.4.6 that otherwise seems fine.

Am i missing a dependency? I can't see anything in the docs or on ditanauts.org.

Error: Fatal error during transformation using C:\dita-ot-2.4.6\plugins\org.dita -community.qa\xsl\qacsv.xsl: java.io.FileNotFoundException: C:\dita-ot-2.4.6\doc src\plugins\org.oasis-open.dita.v1_2\dtd\technicalContent\dtd\topic.dtd (The sys tem cannot find the path specified)

there was a missing file in my plugin, fixed by re downloading the plugin. oops.
