topic-ref leaf missing the reference-link object in OT3.6.1

Expected Behavior

We use to have these empty related-links objects after each leaf node in the reference link when processing through OT2.5.2.

Now moving to OT3.6.1 we have the releted-ref div objects changes to nav and also these empty related-link after each leaf node is missing.

Can you suggest how can we add these related-ref objects after each node item?

• How did you run DITA-OT? (dita command, Ant, startcmd, oXygen, other editor, CMS, etc.)
• Transformation type: (HTML5, PDF, custom, etc.)

@smitabh84 - there is no testcase and no information about what type of transformation you are running. If you feel this is a bug, please provide the smallest testcase that reproduces the issue, preferably using a standard transformation type (xhtml or html5).
