add serializers of the skills and tags on the user, discussion and article apps

The skills and tag have been added in the models of the user app, so i want to proceed and create the serializers.

I will create the serializers for the skills and tags in the user app. Secondly will update the discussion and article apps with the skills and tags and finally create the serializers.
