Sonarqube server (Inria instance) #18

At some point with Christophe Demarrey we wished to have a sonarqube instance that is managed at Inria level (like gitlab, jenkins or gforge)

We've started an experiment in order to see how we would manage this over time (with question like : how to map user login/group of an existing service to the one of sonarqube in order to set correct visibility and permissions, ...

If this server is finalized, some of our dev would benefit from it.
