Bump compatible version of Xtext to <=2.26

allows supporting current version of xtext (2.24) and some of its future versions (avoid creating new melange release without real changes)

use fixed version of Gemoc in the used repositories (Gemoc nightly is now building using java 11) this avoids compiling Melange with java 11 for now
