cannot define the base nsUri for generated runtime model #59

melange has a syntax resource EMF uri "foo" but this seems to have no effect on the generated runtime ecore and the nsURI is always http://language_name/root_package/

This is related to the discussion in #79 about where shoud we put build customisation (with regard to language definition) however, the resource syntax has been removed from Melange grammar, so this change a little bit from the initial comment (only the title remains)
