MetaData can be an element of a LexicalResource In UBY 0.7.0 DTD, MetaData has lexicalResourceId as required field, but it's not necessary, importer should automatically determine it (although currently doesn't).
id is not required in Diversicon DTD, but since it could be referenced we might generate an id automatically
