Create page that lists platform-indep instructions for getting dev env up and running

Create a page (specnet wiki page? PubPub doc? pinned thing on Slack?) that lists all the downloads and packages and dependencies a new (say) Windows user needs to do to get up and running with specnet. I believe this will include at least the following:

Julia
R
Juno
Something that can do git from the command line
A list of Julia packages (currently all the ones listed in the using statements at the top of sim.jl) and R packages (currently ineq) that needs to be downloaded and installed to run it
