Add emigration/immigration to specnet #28

In Specscape, there are inbound_rate and outbound_rate parameters. Make Specnet work similarly.

(Not obvious at first glance what the "correct" way to do this is. We should brainstorm.)

There's plenty of emigration/immigration network models in the literature. When the time comes, I'll identify a few and we can work on it.
