failed to read spreadsheets

What steps will reproduce the problem?
1. try to open a spreadsheet in xsl and ods

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
tried the revisions: 27,26,25

If i remove this line from my code:

header("Content-Type: text/html; charset=utf-8");

it work, it seems it will not work with utf8.
