CachedLanguageName determines the text that shows up in the keyboard selection widget in the task bar. This is currently not set due to a regression, leading to languages unknown to the core NLS APIs in Windows to show up as "<English Language Name> (bcp47-Latn)", such as "Võro kiil (vro-Latn)".
