Add lang-sms as dictionary #74

Giellagáldu feels the lack of Skolt Sámi In satni.org.

If dict-sms is available in the same format as e.g. dict-sme-xxx, then we could add it immediately, otherwise we have to add support for the native lang-sms xml format(?). Should be relatively easy to do, as well.

Det er no seks skoltesamiske ordbøker i satni.org, inkl dei til og frå finsk som vart etterlyste. Eg avsluttar denne saka.
