Sega CD Seek failure - Githubissues

What steps will reproduce the problem?
1. Open Sonic CD or any Sega CD game
2. Press C at the Press Start Screen to reach the Audio Player.
3. Play track 2 or greater.  Track 1 is Gamedata and should not play and should 
NOT be played
4. While the track is playing, go to the Search button (either)
5. Press and hold C.

What is the expected output? What do you see instead?
The track continues to play normally.  The audio track should rewind or fast 
forward instead.

I am using Version 1.8.4 (r7950)
