Send join message as DM always #16

Do not sent it to group/private chats, always to the DM of the user of the bot if they are not in subscribed users list.

This is not possible as "chat_id" is not available in inline_query context.

Generally, for reference, UX of WIP bot. Although, they don't have the use case for inline query.

The infra is in place to make this happen when needed, we do not need access in the group right now, which makes this issue obsolete.
