Jing -s doesn't handle attribute values of type xsd:QName correctly

What steps will reproduce the problem?
1. Create a file with contents
namespace xs = "http://www.w3.org/2001/XMLSchema"
namespace xsi = "http://www.w3.org/2001/XMLSchema-instance"
start = 
    element Data {
        attribute xsi:type { xsd:QName "xs:decimal" },
        xsd:decimal
    } 
2. Run Jing -s on this file 

What is the expected output?

The original schema is valid, and produces the desired results when used for 
validation.
