Extending telegraf_extra_plugins template environment to enable generating 20-swh config file

• added subplugin module as telegraf tags or filter properties was insufficient
• added plugin.field and sub plugin.field properties

Fixes an issue

With default template its difficult to insert repeated field properties since using key dict_name and overwrites previous with latest.
