[bug] focal point, data-ratio localized with comma in admin for languages with comma as decimal separator

how to reproduce

• install django 3.2.15 and django-filer 2.2.3, but it's probably the same for other versions
• create a new django project
• change settings.py to have LANGUAGE_CODE = 'de'
• go to admin, upload some image
• in the edit form of an image data-ratio renders floating point number with a comma
• javascript treats this number as integer and ignores the decimal part
• point of interest and subject location have wrong values
