Select workflow at the time of submit moderation
- Initial choice is from page workflow OR default workflow
- If none, then empty choice as initial
Generate unique reference number at the time of page moderation request with/without prefix
Toolbar, Admin, Publishing depending on active moderation request
Disable moderation for a page - uses normal page publishing
Unit tests setup and covering main functions
