Improve overall look of front page #103

Moved to an overall more djangoproject-like look. Comparison:

This is super. There’s just that test failure... (let me know if you don’t have capacity to look at it with travel and such.)

Yeah, the test failure is just because the tagline is now always present (because I pulled it up into the status bar) instead of just on the main page. I adjusted the test accordingly.
