Placeholder home page + Tailwindcss integrtation and README

Here's what I covered:

1. TailwindCSS setup. This setup should last for a long time
2. Docs an DX: I maed the app a bit easier to run and added some README docs
3. Made a home page: This is very basic for now. It only contains some basic details

The goal here was to make a little foundation on which others can build. I expect that the home page will change a lot.
