Allow comments/ratings #37

To get better insights in the quality of packages, I think it would make sense to add a rating/commenting system.

Django Packages is about hard metrics, not if you 'like' or dislike something. Hence the 'I use this' button and why we don't use ratings.

As for comments, the Grid feature system allows you to easily compare and contrast items.
