as part of this I've created tests_peak_all

but I think its too much combining different kind of data. What I think it shows is that is as proactive testing and PCR testing went down ATK went up esp when cases are going down (indicating ATK tests going up even more against the sinking infections). but to compare positives against tests is still not great comparison. lowering cases due to lowered PCR tests is still a possibility. Not sure to put this on the site or not

Then my vote is not to include it on the site yet, but keep in mind I just woke up and am still a little groggy... ;)
