health district positive rate plots no longer updated #142

Two plots use health districts positive rate data from testing reports. It looks like those reports are no longer being published or at least its been a month.

There is still data from the dashboard with positive rate (although it doesn't match positive rate from the reports or api). This could be used instead to create those plots or replace them with per region or per province plots.

also looks like they aren't being updated so might not be worth doing this yet
