Fix alloc vac tables #143

put values into givens rather than alloc by mistake.

Also removed the calculating vac given as it was wrong and should be done in plot if its needed.

should fix https://github.com/djay/covidthailand/issues/137

I think this should fix https://github.com/djay/covidthailand/issues/115 also as it seems to be duplicate issue
