Improve axis label formatters #145

Note: The results can be better seen when combined with no overlapping labels PR.

Small numbers are shown with higher precision but not more than 3 digits.

cases_ages_all

Single line Thai Population formatter on right side. It gets longer again, but there are just too many data series.

vac_groups_all

For the vac plot it seperate to this PR we might need a way to better show the numbers in that specific case. Since 1st doses is not 6.03% but 6.03+6.36% = 12.39%. So many a seperate PR to make a better formatter just for that plot?

Separate PR. I would say more PRs/issues make my life easier. There quite a few other things to improve and sometimes they influence each other. It'll probably never be prefect, so just make loads of improvements in that direction... And deploy them quite fast to see how it looks and if it sucks fix it later...
