This is looking really good, except...

$ wget https://raw.githubusercontent.com/citation-style-language/schema/master/csl-terms.rnc
$ rnc2rng csl-terms.rnc > csl-terms.rng
$ xmllint csl-terms.rng
csl.rng:135: parser error : xmlParseEntityRef: no name

Doh! I actually noticed that yesterday and promptly forgot about it again. It should be better now...
