Update Vagrantfile to use rockylinux #15

Vagrantfile should be updated to use rockylinux/8 as its baseBox Once updated, test meza inside new vagrant.

I have a local change to get this working. It depends on a patch to vagrant-vbguest. This pull request includes the patch:
