Update meza to use MediaWiki 1.39.x LTS branch #25

Due to many factors, MediaWiki within meza needs to be updated to the Long Term Service (LTS) branch v1.39.x branch.

This update will take a lot of work WRT to extension compatibility.

39.x-dev branch was created for this issue/update.

There are a number of forked repos that support the 39.x-dev branch and require pull requests to upstream repos. Here are the repos so far:

CirrusSearch and Elastica probably need a lot of work as well.
