Add logging_granularity parameter to simsetting.yml

logging_granularity = location, region (others are not present in locations.csv at the moment.)

Should affect agent logs and link logs.

• [x] wire up parameter to agent logging function
• [x] wire up parameter to link logging function (base)
• [ ] ensure duplicated entries in link logging (incl. disaggregation) are aggregated properly.
