I would like to request IIDX 9-13 magnetic readers support in btools make real readers work with arcana.

Considering that hardware is difficult to get these days, I don't see this being prioritized by the team at least. Naturally, if anyone wants to pick this up for fun and get it merged upstream, we are happy to support them.

One technical problem to solve/handle that comes to my mind is that the magnetic cards only have 6 bytes of card ID payload. The rfid slot/wave pass cards have 8 bytes of card ID payload. This needs to be considered for the implementation as it's likely that the server backend checks cards for validity, e.g. E004 prefix.
