M200 unable to reach commanded speeds while flying upwind

If I issue virtual stick velocity commands of 15m/s while the M200 is traveling upwind (wind ~15mph), the drone is only able to reach about 10-11m/s.

That's not an issue and is expected. Max speed of M200 in p-mode is listed at 38mph or around 17m/s. Your head wind is roughly between 6 and 7 m/s. So you 10m/s speed plus 6 or 7m/s gives you the top listed speed of 17m/s.

Top speed of the device outside of p-mode is 22m/s so you're still getting close to max speed.

To my knowledge, the documented max speed of 15m/s is ground speed, not air speed. In the same wind setting, other drones (e.g. Inspire1) reached 15m/s while traveling upwind.
