Plugins - Add tab in Settings module #34

Third-Parties should be able to add new tab(s) to the Settings module for their own settings.

NOTE: Need to figure out how to maintain a consistent UI, and enforce usage of standardized setting controls, such as switch/checkbox, textbox, drop-down, check-list, browse, etc.
