What should the palette functions do when there is no hugo-slum theme to be found

slum_addpalette should throw error ??? (because the user is almost certainly about to try to use the palette elsewhere?)
slum_getpalette should throw warning and return ???
slum_listpalettes should throw warning and return character(0)
