Allow additional layers from local storage #1585

Would be great if I could add a layer to the map with a local file, so I can 
better use MyTracks also when offline or when I have a more appropriate map.

My specific usage would be to use a GeoTiff I have of a Topographic map, so I 
can see my progress while hiking (where there is rarely cell reception).  This 
would be great, since where I live (New-Zealand) there are freely available 
GeoTiff maps for download.
