Ability for people to enter prophecies and feedbacks late

Currently folks have to work on their prophecies and feedbacks during the week it occurs. But folks are missing their deadlines. So new requirement is for them to be able to enter them late.

This is a change from original requirements, so:

• need to inventory all the places that currently assume it'll happen within that week
• figure out a way for user to indicate what week they're working on - at least for initial prophecy. I think feedback resolves itself
