Update libcurl to 7.82.0 #112

The wolfssl work-in-progress is using a -DEV version of this, but the actual release is scheduled for 05.03.2022. Update accordingly.

Completed via https://github.com/djp952/pvr.hdhomerundvr/commit/7d5cd5c0c048482807bc430e747845785c564404 and backported. Submodule got a little messed up since I squashed prebuilt-libcurl to get rid of the -DEV build that was there temporarily but everything builds cleanly
